Mr. Bwire Francis is an ICT specialist and digital transformation leader currently serving at the Uganda Institute of Information and Communication Technology (UICT). As the initiator of the Digital Change Agents Initiative, he envisioned a Uganda where every citizen, regardless of background or location, can harness digital tools to create opportunities, improve livelihoods, and contribute to national development.
With a strong background in ICT training, digital policy, and community engagement, Mr. Bwire has led multiple national programs aligned with Uganda’s Vision 2040 and the National Development Plan, focusing on digital literacy, capacity building, and inclusion. His leadership under the initiative has inspired hundreds of trainers and reached thousands of Ugandans across various districts.
He continues to champion partnerships between government institutions, private enterprises, and civil society organizations to scale up digital skilling efforts across the country.
